HOW TO GET A BILL PASSED

If you would like to obtain passage of legislation/bill please contact Representative Mary Ann Shallcross Smith at 401-727-8982 or rep-shallcrosssmith@rilin.state.ri.us or drdaycare@drdaycare.com.

As the originator of the concept of the piece of legislation/ bill you would like to become a RI law, please contact Rep Mary Ann and explain your idea. Together you and Rep Mary Ann can discuss your legislative idea and create a piece of legislation that you like to become a law. You can also have your ideas for a Bill in written word form which you can email me at rep-shallcrosssmith@rilin.state.ri.us, mail me at 6 Twin River Rd, Lincoln, RI 02865 or call me at 401.727.8982.
  • Together the originator/constitute and Representative Mary Ann can meet and write language for their Bill so your voice can be heard. The next step is Rep Mary Ann will submit the proposed Bill to the legislative services to be drafted in to a Bill.
  • Simultaneously Rep Mary Ann assists originator to find a Senate sponsor for the proposed Bill. The originator needs to send Rep Mary Ann talking points about the Bill.
  • Once the proposed bill is drafted, Rep Mary Ann gathers Representatives' signatures to sign onto the Bill. It is important to let Rep Mary Ann know if there is any Representatives that you would like signed on to the Bill. The next step is Mary Ann submits the proposed bill on the House floor under new business. The Bill will be assigned a House(H) number and be assigned to a House committee.
  • Rep Mary Ann contacts the bill originator to give them a number that was assigned to their proposed Bill or the originator can go to RI General Assembly website and view the Bill under Representatives. Click on Rep Mary Ann Shallcross Smith to view the House Bill number and the House committee to which it has been assigned.
  • Once a number is assigned to the proposed Bill, the originator needs to track their proposed Bill on line at RI General Assembly website.
  • The reason to keep track of the proposed Bill is to obtain the date the Bill will be presented in the House and or Senate committee for testimony.
  • The originator, interested people and associates who will be testifying on the Bill need to be present at the House and or Senate committee assigned room with prepared testimony to testify for the Bill. The originator and associates who will be testifying on the proposed Bill are key in getting the proposed Bill voted out of the assigned committee.
  • Rep Mary Ann will be present in the committee room to introduce the Bill's originator for testimony.
  • When the constituents Bill is voted out of committee, Rep Mary Ann and the committee chair person will present the Bill on the House floor for passage.
  • Upon passage of the Bill in the House of Representatives the next step will be to send the Bill over to the Senate for a committee hearing. If the Bill passes the committee it will be presented on the Senate floor for a vote.
  • Upon passage of the House and Senate the Bill will be transmitted to the Governor for signature into law.
